Does anybody know why there are some enemies in certain spots that are level "??" and are invincible? I stumbled across one in the explore mission and it killed me with one hit.

I only use one tactic when I come across those enemies. RUN!

If an enemy is too high of a level it will show this. I noticed when I first started playing there were enemies with ?? then later on when I was around level 6 or 7 they were 11 with red numbers. The guys underground that have ?? are supposedly level 20.

That's what I figured. They're not really "invincible" but for the level that your character is at, they might as well be.

So the Run Like Hell tactic is probably the best whenever you see this

The Shrieker at the end of the "Grotto" area is level 20; I imagine the other enemies around it are about the same. Even the Dregs before it kill me almost instantly.

Not sure what the cutoff is for that, I was able to fight level 11 enemies (couple of those near the caves by the coast). I think all the ?? guys that have killed me were level 20 (you can see their level when they kill you).
