University of Arkansas only has 2:

#12 (Steve Little, Clyde Scott)
#77 (Brandon Burlsworth)

I'm honestly surprised Jerry Jones' number hasn't been retired, but then again he left us for the state of Texas... ;-)

According to Oklahoma officials, Oklahoma does not retire numbers because there would be too many to retire.

University of Pittsburgh

May's jersey No. 73 is officially retired by his alma mater. The announcement came this past June 14 during a press conference at nearby PNC Park, an occasion that left May somewhat overwhelmed. He had to compose himself for a minute before he began to speak.

"I told myself that I wouldn't get emotional," May told the gathering of media and friends. "I guess I lied." This is only the eighth time that Pittsburgh has honored one of its football players in this manner. The others are Dan Marino (13), Tony Dorsett (33), Marshall Goldberg (42), Joe Schmidt (65), Bill Fralic (79), Mike Ditka (89) and Hugh Green (99). "

Someone already beat me to it but Georgia Tech #19 Clint Castleberry

The only retired number in Georgia Tech Football and the only one that will ever be retired. He finished 3rd in the Heisman then his plane was lost in WWII.

And as for teams using "retired numbers" generally if a number is retired it means no one can use it, some schools have too many and have changed the terminology allowing for numbers to be used. Tech has a separate "ring of honor" type thing (I forget the name we give it) featuring some of the greatest players in our history. Because no one will likely ever have the impact on the sport while at Tech and equal the sacrifice of Clint, Tech has found a way to honor those who make an impact, this includes players like Joe Hamilton (who finished 2nd in the Heisman in 1999 and played a major role in turning the Program around in the late 90s) among others. Alot of teams have this now (UNC Basketball would have a bunch of #50s and above if they didnt adopt this type of honor)

Most teams also won't retire numbers until they graduate (That could be why #7 is still used at VT or it could be b/c his number hasnt actually been retired)
