Please review Section 5 - Positional rules. Looking at your depth chart you have some violations.
1. HB can't be put at FB, ever.
2. You can't have a HB listed on the WR depth chart. I see you have a TE as the #6 WR on the depth chart and that is fine.
3. You can't have a WR listed on the TE depth chart.

This is NDAlum from the SOS madden league. To answer your questions:

Motion snapping outside the tackles: It's not a written rule but every single member allows the WR to become set on a manual motion outside of the tackles. I agree it should be part of the league, but we are cautious due to the poor DB AI at times.

On special teams you can't move players pre-snap but you can move them after the ball is snapped within reason. For example on a punt return if you are controlling a player who has the assignment of going back deep to block, you can control him after the snap to help block. You can't take a lineman and drop him back to provide another blocker.

A few things:
Are you open to getting an AIM account? All 30 members currently have AIM and about 90% use it regularly.
What are your general times of availability?
The open teams are SD & MIN at the moment.
