If it was going to be out today it probably would've been out by now. I'd say up til noon EST is the cutoff?

This 'patch situation' has slowed my rate of play tremendously. As a LONG time player of this series (...going back to the Sega Bill Walsh days...), I can't ever remember not having mastered the game at this point. Because of the 'patch situation', I haven't really committed to the game yet. That is what stinks...
