Look for a game like Head coach 09.

I love HC 09. But I would love something I could editor players and coaches in game. What I would like is to play the game and pick plays like HC09. I like the GM parts of HC09. I have looked at Pro Strategy 2023, lack GM features. Look at other management games but they lack the on field play. Anyone know of a game?

Maybe and I mean that with some hesitation - Axis Football 2023

Its no head coach - but you do have the ability to edit your players - It does have a true coach mode - full coaching staff - Off season with free agents and a draft. Youtube has some videos that will cover all this in more detail.

While it does not have an NFL License, you do have tons of customizations you can do to team uniforms.

I have not played with the playbook and can not say for sure if you can full edit them.

Graphics are not on the level of madden, but it may give you the features your looking for.

Thanks for the suggestion, I already have axis and the gameplay on the field isn't what I am looking for. Pro strategy 2023 would be perfect if it had more GM options.

If you are solely looking for a sim, rather than an ability to play on the field, my go-to is still Front Office Football 8.

There just isn't one. HC09 was a one of a kind game and nobody has ever made anything like it. I think the OOTP baseball team was working on a football game built off FOF8 but they scraped it.
