It means the act of moving the player around with the left analog stick, same goes with defending. Here some videos showing it

Finally, what is player movement without the ability to guard the basketball? So, we spent a lot of time improving defensive movement. As a result, we were able to move away from locking defenders in canned sequences where you were riding the dribbler around the court. This year’s locomotion system puts the control in the hands of the defender to react quickly and move their feet to stay in front. It’s all about anticipation and knowing when and who to crowd and bump, and who to gap up and play positional D against. Mike is going to get into more detail about what will happen if you do the wrong thing but I will say that this year, playing defense is way more fun now that you have to think about who you’re guarding.

Re: NBA Live 10 Blog: Dribble Moves

I have concerns with this video ("Rondo Ripped" video):
http://www.youtube.com/watch?v=K-JtANiSZ_g

When Ray Allen goes to block the layup at the end, there is no contact - Allen literally "slips" around the other player in mid air and his trajectory actually shifts as his body is literally pushed sideways by a force field that surrounds the guy laying it in. You can clearly see Ray Allen get "pushed" to the right rather than collide with the guy. in reality, if ray allen goes up at that trajectory, he would slam into the other player in mid air and it woud be a hard collision and a foul.

I have seen a lot of these "force field" scenarios where the guy with the ball causes the defender to slip around him rather than make contact with him. This worries me.

Will there be more collisions on harder difficulty levels, or will the collisions be the same no matter what. Can EA put a slider where we can adjust the realism of the collisions so that a situation like in this video can be avoided.
