how can i play this game on 2 laptops w/o actually buying 2 copies of the game?

Get the game on Steam, install Steam on both laptops, connect both to the same Steam account, and you should be able to play the game on both laptops, just not concurrently.

Steam is great like that in allowing you to have your games on whatever PC you use.

thanks! it doesn't seem to be on the pre-order list on steam tho... do u know when it'll be up there?

Last year 2K12 wasn't available for pre-order, but showed up at 1PM Eastern on the release day, which is the time Steam updates its store.

So best guess for 2K13 is October 2, 1PM Eastern.
