They knew everybody was not going to be happy with Jay-Z everywhere, but they figured most people would or wouldnt mind and most of all by putting his name on the front cover they hope to sell more copies. Plus Jay Z is part owner of the Brooklyn Nets and Brooklyn is said to be the basketball mecca. There was a method to their maddeness, if Jay Z was not part owner of the Nets and was from Iowa, I doubt he would be in the game. These companies are not stupid, they know its impossible to please everybody, at the end of the day, they just want to make more money, but at least they improved the gameplay and graphics, which is most important
