I have uploaded a 95-96 roster file to 2kshare.
There are two versions of the roster one contains Created Teams for the Grizzlies, Bullets, Nets, and Suns. The other uses the regular versions.

At least 12 man rosters for all 29 teams(Bobcats have been 'nerfed')
I purchased the DLC and was able to add players from it to this roster. The roster has the 'classic' versions of guys like Glen Rice, Steve Smith, Dan Majerle, Kenny Anderson, Kevin Johnson and others.
This means if you have not purchased the DLC the players from it will appear with no head and white arms. I apologize if this is an incovience for anyone who doesn't have or can't/won't but the DLC. For me the ability to move the legends from the default roster freely and the extra players was worth the $10.
Ratings and tendencies have been edited for every player to represent the 1995-96 season. Sim stats are not perfect as FG% are slightly low resulting in lower team PPG, assists, and rebounds in certain cases. However, the stats will fall within realistic parameters with players getting 10+ rebounds and only Jordan averaging more than 30PPG. I had a hard time getting some stars there numbers in assists and rebounds, namely Stockton (who averaged 11+ APG in the real 95-96 season and I have yet to get him above 9.9, everyone else is fine since no-one else averaged more then 10 APG) and Rodman (who doesn't get his correct average per game of around 14 RPG due a MPG issue, he usually plays 28 in Sim Test and 33 in real life, his per minute averages are close to real-life, even giving him 45+ MPG only raised his sim average MPG to 31).
Coach profiles are based off the ones I used for my 2k11 95-96 association file so they are close but still need some tweeks also.

I set the starters based on Games Started and the bench by Games Played until I don;t have enough minutes for the next player. Round MPG up for starters and down or not at all for reserves what ever is left is given to the starters starting with the star player. You can also copy the rotations that I set in the roster file. These players who were injured and played very few games like Webber and Mashburn are not in the rotation, neither is Magic Johnson.
I'll list the teams with a few notes and the jersey's you'll want to use to better represent the 95-96 season.
Sixers
18-64) 2nd worst record in league. Rookie Jerry Stackhouse(1st team All-Rookie), Clarence Weatherspoon under-sized PF starts at SF think Charles Barkley light.

Bucks
25-57) Glenn 'Big Dog' Robinson, Vin Baker-All-Star.
Jersey: current both, they wore purple but those aren't available so the current will have to work for now.
Bulls
72-10) Jordan, Pippen, Rodman. Best record in NBA history, you should already know about this team.
Jersey: Current both
Cavs: (47-35) Scored 2nd fewest points, gave up the least, defensive minded team. Terrell Brandon All-Star.
Jersey: Retro 1 Both
Celtics: (33-49) Young Rick Fox and Dino Radja. More uptempo than current team, but not very good.

Clippers: (29-53) Rookie Brent Barry, Loy Vaught, Brian Williams(Bison Dele), Pooh Richardson, Malik Sealy(R.I.P.), Lamond Murray. Some decent Players but a bad team, typical Clippers really.
Jersey: Retro 2 both
Grizzlies: (15-67) Expansion team, worst record in league. Rookie 'Big Country' Bryant Reeves 2nd team All-Rookie, old Greg Anthony and Byron Scott. Team started in Vancouver those jersey's aren't available. I may make them a CAP due to this

Hawks: (46-36) Steve Smith, Mookie Blaylock, added Christian Laettner by trade.
Jersey: Retro 3 for both is close as you can get with the jersey's provided
Heat: (42-40) Alonzo Mourning added Tim Hardaway by trade 8th seed lost to Bulls in first round.

Hornets: (41-41) Glen Rice, Larry Johnson, Kenny Anderson. Talented team, still missed playoffs. Darrin
Hancock needs the K added to his name, the name filter blocked it if the K is included

Kings: (39-43) Mitch Richmond carried team made 8th seed in West.

Magic: (60-22) Shaq and Penny one year removed from a loss to Houston in the Finals, 2nd best team in East.

Mavs: (26-56) Young Jason Kidd, Jim Jackson, Jamal Mashburn(hurt most of the year is the 13th man and not in the rotation on this set) Fun to play with, shot a lot of 3's but not very good.

Nets: (30-52) Shawn Bradley added in a trade, Armen Gilliam, young P.J. Brown, Gerald Glass needs and S added, again name filter.

Nuggets: (35-47) Mutombo, Abdul-Rauf, Young athletic Antonio McDyess(he was beast before injuries) Jalen Rose, Dale Ellis. Good team, missed playoffs
