Why aren’t they available for my player

So first I want to say I was excited to see the new dunk, layup, dribble, and shot packages that were added this year like the Rafer Alston handles and the jelly roll layup package. Then came my one real complaint with the game when I went to my player and saw that NONE of them are there or possible to give to your my player. Was the a purposely done design or am I missing something?? I wanted to give a PG build the jelly roll layups combined with Rafer’s handles and it isn’t possible.
