Two questions, Is there a way to get teams to actually sign their second round picks?

Is there a setting to get udfas to not demand 5-10+ million dollar questions?

I’m on xbox one if that helps.

I have a feeling 30 team control is going to be the answer but it’s worth a shot.

as you suspected, 30 Team control is your answer. its the work around for many of the present AI Management issues in leagues.

No.

Two options-

Don't take 30 team control until after the draft, but before the rookie signings

or

Set draft to auto for teams you don't want to draft for if you've taken 30 team control before the draft.

You dont have to draft for them. Select all teams to control and automate everything for them. User control the draft and all aspects of the team you're playing as. After the draft, when you're selecting which of your drafted players to sign, just toggle over to the other CPU teams and select their second round picks so they're signed to their respective teams. This has been a legacy issue in 2K for a while. Teams dont sign their second rounders after the draft for cheap, then turn around and give them 5, 6 or 7 million in free agency. I always do what I suggested to you and sign the second rounders for the CPU.
