For digital preorders it needs to connect to the internet once after the unlock time in order to activate. It could be Oct 31 and if you havent been online itll still be locked

I wasn't sure if I was preloading the game either on PS4. Once I clicked the options button and brought up the information of 2K15, it showed that I have been preloading and currently have 35 of 47 gb preloaded. Just in case people think it's not working, you may have to do what I did.

The way I got it to start was to navigate the sony playstation store website on my pc and initiate the download from there while my PS4 was on. I figured that I should try that since that is where I bought it and couldn't find preload information on the console itself.

The game is released on eastern time regardless of your time zone so good thing I get it at 11 tomorrow
