Question on Defense strength sliders

For the preset (Rookie, Pro, Allstar, etc) defense strength (layup, jump shot) sliders, why does the user rating go up as difficulty increases and decrease for cpu?

This seems counterintuitive to me, as defense strength for user should go down and cpu go up as difficulty increases.

If I wanted to make the cpu better at defense, should I increase or decrease the cpu sliders?
