Poke, your Sliders are legendary. I have tried everybody's sliders on this forum to the exact settings and for the life of me everything is great except fouls! I never get anywhere near what other people post. I play 9 minute quarters simulated to 12 and shooting is set strictly to real. These are the only changes. Could it be those two? I have never had these issues with past 2k versions.

Loosing 3 mins every quarter is like loosing a whole quarter in real life so I would say yes this would result in too little foul calls.
