Progression sliders question

Hi everyone, enjoying my first Nba 2k since 2k13, awesome to be back

Really impressed with the amount of features and sliders nowadays, I have a question about progression sliders:
there are sliders to change progression rate for 4 different work rates: low, medium, high and hall of Fame. They are all at 50 by default - does it mean players with low work rate progress at the same speed as HOFers? Or do they already have some built-in differences and sliders can change it further?
