2k23 bird/magic era can only offer minimum

This has probably been asked here before, i have spent a good part of last night and today, googleing and going through this forum but havent found anything on this. For some reason i cant search on this forum. So apologies for starting a new thread.

So ive been playing as the bulls starting in 1983, using wizards mjs roster and various sliders/setup found on this forum.
For some reason i can only offer free agents minimum contracts, it doesnt matter if i have cap space or not.
I took over every team last night and it seemed random if teams could offer free agents contract.
I could offer Magic a 1.5m in wages with -2m in cap space but a team with 2m+ could not.

I have tried it with everything default(rosters&draft class).

Turning salary cap of doesnt have any effect.

Am i missing some settings or is this a bug?
