I probably should have tested this out first, but I didn't and wanted to avoid frustrations if it's not possible.
I have the 1988-89 roster. To ensure that there is no roster changes at all other than the draft class coming in, is it best to configure the settings to have no trades including CPU trades, no salary cap? I am looking to avoid the offseason options to where it skips all of it. My goal is to get to the 1989-1990 season and play it as the Orlando Magic within the Magic/Bird era.
I have found in my searching there is not a reliable 1988 or 1989 scenario or setup files that meets what I would consider authentic standards (e.g. authentic uniforms, rosters, and coaches). Therefore, my next best thought is to sim the 1987 season into 1989. It's not ideal, but I am just not sure how else to go about it, for what I'm trying to accomplish.
However, if anybody has suggestions or maybe there are such scenarios I am not aware about it, please feel free to share details.
My platform is Xbox Series S/X

You might want to see if you can contact user
joeshmoe concerning a legit 1989 roster (might not be a scenario)--it is mentioned in the comment section of this YouTube video.
(if you do download the roster, please provide the name of it for the community)
