Do rookies/draft picks develop perks over time in franchise?

I can only speak for the RTTS I have been playing, but I did acquire the 20/20 vision quirk as it went along.

most perks just come with level of certain skills, my center fielder i have carried over from previous the shows hes a 99 overall now with pretty much all 99 in everything except bunting and he pretty much has all perks. RTTS, and i believe this is the same for prospects that level up skills passed certain thresholds.

Yes they do. I think they just earn additional perks that are based on ratings. Because their are certain perks that are earned from an Attribute reaching a certain rating threshold.
