why can't i steal?!?

i have yet to figure out how to steal during a game, can someone please help

Press and hold L2 until you feel a vibration then let it go. Runner will go on first movement. Don't hold it too long though, or it will activate another type of stealing interface where you let go of L2 when the pitcher commits to the plate. So either you let the AI time the steal for you, or you can time it yourself.
