Offseason too confusing in this game

I just feel too overwhelmed. I offer arbitration and resign my own players but when I get to the rule 5 draft I dont know wether my 40 man team should have 40 players or not. also I tried keeping most of my team same and my overall ranking goes down. wtf. I also have a hard time filling in my players upto 90 so I have to settle for signing scrubs once offseason starts

someone help, like a step by step by guide on how i should do it
