Probably because, as you said, the Nationals only played "a couple" years there. Though the Senators played there for 9, 10 years, something like that, in the '60's. Even so, I don't think I'd call it a "classic" stadium. Old, yes, but I wouldn't think it big enough to be considered a classic, though I'm not from the area so correct me if I'm wrong about the assumption of its impact down there.
Also may be a licensing issue, though I'm not sure how that works with stadiums. I know there's an MLS team playing there, could be that there's something in their lease saying that the stadium can't be represented in the game? Again, not sure how that works.
Also it does take quite a bit of time/work to design these classics, so even if it's an important piece of history there may be other areas the team would rather spend design time on.
