Sometimes. I'm sure many would think it doesn't happen enough. I personally think it needs more work.

I set up a situation like that to get a K with Joba to see if he goes crazy and was disappointed with the crowd and his reaction.

On September 1, teams are allowed to add any player on the 40-man roster to the active roster - basically, raising the limit to 40 players. (Plus, you've gotta pay them at the major league rate and they accrue MLB service time, which a team may not want to do for a player who isn't really needed.)
