Which way on the steal frequency slider punishes more for repeated steals?

steal frequency wouldnt punish anything. Left to make cpu steal less, right to steal more.

I assume by punish you want the runners to be thrown out more often? In that case you want the steal success slider, move it left to be thrown out more often.
