How do you get mobile QB's to actually run the ball in simmed games?

I mostly sim through franchises, only playing one or two games a season... anyways, after a few years in my Raiders franchise, I promoted Pryor to the starting job. I changed the the coaching scheme to scrambling QB, and even edited Pryor so he "Tucks and runs" often... yet 8 games into the season he has a grand total of 17 yards rushing on 20 attempts.

In my experience with simming games franchise, every time I set a QB to Scramble, he would try to run the ball, but get close to only 1 YPC or less. I'm not really sure why this is. Maybe the game is subtracting yards lost from sacks from rushing yards?
