is is there a way to turn off the salary cap if im in year 3 for example

You probably had to do that at the beginning of your Franchise,if at all.

You need to do it at the beginning of the franchise.

The AI behaves far better with it off anyway, so I just turn it off in all franchises and exhibit self control.
