How to stop "improving roster"

I'm doing a Bills chise (mostly because I thought they'd be the most challenging) and I have all settings on user. Yet each week when I sim the leagues games (I play my own) the cpu not only shows that it's improving the roster of every team, but mine as well.

I purposely didn't sign any good free agent as I want to build through the draft....how do I stop this. Each week I have to go into my roster and release guys (running up quite a cap penalty btw)....even if my roster was full, the cpu is dropping guys and signing other free agents for me.
How do I stop this...like I said all settings are set to "human"?????

Was thinking about a Bills fanchise myself. Might wait for patch.

In past Maddens, if you hired a new coach your setting reverted to CPU and had to be changed back to user? Not sure if that's same in M12. Haven't got past my first year of testing yet.

Not sure how far along you are, but that's what first popped into my brain.
Otherwise kinda odd...

Having the same issue in my 'Boys Franchise....why bother changing everything to "Human"? Hope this is fixed in a patch....
