Starting Madden before the draft/FA?

Has it ever been discussed about having the option to start a Madden Franchise after the Pro Bowl instead of the beginning of Pre Season?

One of my favorite experiences was the expansion Texans and starting from scratch.

Is this a decision by the Madden team or something that's prohibited by the NFL?

Been posted a lot of times, including by myself no idea if it will be included. I wouldn't do it now though happy with eagles draft

I would really doubt it is prohibited by the NFL as EA did it in a game last year.
