I am not sure I have noticed this but I will def. look for it now but is it true that CPU QB's don't throw anything more than 25 yards on a single pass?

Untrue. What you are referring to is a bug when you sim stats. QBs longest pass will read 25 yards..for all QBs. On the field, CPU throws deep and all over the field. EA is aware of the sim stat issue and will include in a future patch.
