No more commissioner role? Can't control all teams? Why???

If I've missed something please correct me, but is there really no way to control every team in Franchise anymore? There no longer seems to be a Commissioner role? So you can only control one team...on the list of dumb things this year (the TeamBuilder limitations on usage are staggering) this ranks pretty high.

For offline, same as it always has been you just can only choose between Coach and Owner now

Complete brainlock by me...hadn't played 24 in a while....when I didn't see it with Coach and Owner I thought it had been wiped out.

So you CAN control all 32 teams...but you can't use TeamBuilder in that mode it appears, so there doesn't seem to be any way to create a league full of TeamBuilder teams and control them all since you can't invite yourself into the online league it requires to use the mode.

This, and the decision to not let us use TeamBuider teams in play now mode, are staggering to me.

If I had to guess, the reason for this right now is probably because some of the TeamBuilder assets are still pulled dynamically from online right now, it's not all downloaded locally. While some of it is, some of it isn't.
