I play offline on a ps3...any reason to download the patch?
Will it have any impact on my game or is it strictly for online players?

The patch won't affect your playing, but I believe you have to download it because it eliminates an exploit people have used online.

Get the patch, it improved Crossing (at least I've noticed that crosses have gone to possible now that the patch hit), even in offline games. So yeah, I would get it.
