Its time consuming, but I go after JUCO's. 1 and 2 stars aren't going to play much and if they do they are going to be terrible. At least JUCO's come in and play 2-3 years and contribute to the team. (Most if not all JUCO's aren't interested in your team, but no one really recruits them, it's been that way for years)

only high star (3 or 4+) recruits I go after are local, as I hope the close proximity is a high priority of theirs (unless of course a 3 or 4 * has me in their top 10 at the beg of the year)

generally I go for the best available, and not worry as much about position needs

I hate JUCOs personally (unless a freshman juco), as I feel they arent worth having on the team if Im not going to get them a full 4 years and am going to have to recruit their replacement the following year or the year after that anyway

JUCO's are a good way to go to help immediately, but don't go overboard. Make sure you sign enough freshmen to build depth in the program. Unless your current job is just a stepping stone.

As a 1 star, you pretty much have to take what you can get. But I'd also strongly suggest recruiting interested 1-2 star recruits from non-pipeline states really hard. A couple years of successful recruiting in a non-pipeline state will open up that state as a pipeline, making things much easier as you move up in prestige.

Offer the players Cadillacs.

They are mixed in the high school players. Not sure if there is an option to just sort for JUCO players, but regardless they are in the recruit pool.

As far as recruiting is concerned I'll only go after a three star or four star if they are in a pipeline or my home state because those bonus points add up.

As the season progresses I'll visit the recruit pool and check for any players who are still in their top ten phase as you can make a strong push for one these players and put yourself in a position to steal an average recruit for your program. Overall, it's critical to build depth in a program so I try to recruit quantity and make sure I'm never starting a true freshman right away at like a fifty or sixty overall, most recruits redshirt for me at a one star school.

Finally, I only have fifteen players on my board to focus more of my points on a smaller group, which leads more often than not to more recruits than having a 20 plus recruiting board does. Efficiency is the key in recruiting.
