Looking too add 3 more teams as FBS Indys.. help?

I'm doing custom conferences and I have 3 open spots for the FBS Independents (ND=BigEast, Army/Navy=Mac). I have replaced the Sun Belt conference with the Big Sky conference... what FCS schools0 would be able to jump from FCS to FBS? Top 3 seem most reasonable since they won most FCS championships.

1) App State
2) Youngstown State
3) Georgia Southern
4) Delware
5) Cal Poly
6) UMass
7) James Madison
8) Richmond
9) Eastern Kentucky
10) or any Sun Belt schools
