Not sure this affects dynasty mode in this series, at least not for a while. It's already pretty difficult to conceptualize and code NIL into the game, which is partially why they sidestepped it with CFB 25. Add a salary cap into the mix and it just makes it more complicated.
As for real world implications, this probably just sends us back to a varied form of the old system. Athletes will get paid openly now, but as before a lot of them will also get it under the table. I know the article said the NCAA will give conferences authority to police this, but for one I'm not sure that they're interested in doing that, and two even if they are the people who handle the money at these schools are smart and will find ways to circumvent it. Some will get caught and punished just like before, but a lot of it will slide.
It likely won't be blatant stuff like an Arch Manning type prospect signing with a school and only taking a $100k NIL deal, but maybe he takes a million less than he could have gotten somewhere else, in addition to 2 million on the down low in the form of benefits that wouldn't easily be seen. Would be a lot easier to hide for players that aren't star QBs or other skill positions too.
