Discovering new players?

A few days after the games release I started noticing cards in the player collection flashback tab would say something like "Discovered by [insert name] on April 10th". I assumed this meant that there were cards created by the devs that simply had not been collected by anyone from packs yet. is this how it works? Or are those cards that are "discovered" only rewards you get from the command/feed missions, thus the person who "discovers" it is just the first person to ever finish the mission.

Most of the discovered cards were found by the first person to complete the mission. A few might have been packs, but I think most were missions.

So for instance, there isn't some flashback Mo Rivera or something floating around that no ones discovered yet? Safe to say that until devs make new cards, the ones we see are the only ones we're getting?

I believe so. There's no Rivera that has been seen anywhere, even in the list that came out of unreleased flashbacks.
