Tough Decision

I am going to start up a play 162 franchise on MLB 13 The Show. I want to pick a team that doesn't have a lot of money but has some good talent in place.

With this in mind, I have numbered it down to two teams, The Pirates and Rays. I love the idea of having the best rotation in the game but I also like the idea of of having the cover boy of this years game.

Which team would you pick and why because I really cannot choose.
