I've watched that video a couple of times now and I don't believe that is Tigger. I think it's just some guy in a Tigger suit.

either the video i just saw of that was in slo-motion or these people are whining about what looks like an apparent "playful swat" from the Tigger character. didn't look hard enough to hurt. I'm guessing it was meant as a joke, playing around, although that certainly doesn't mean it was a GOOD idea for the tigger-person
