If you, or anyone else ever reads this, I m not sure what you mean.
1. The AI doesn't know how to defend a scrambling QB behind the LoS. This was somewhat addressed in 2k8, but the only way I ever found to stop another user from scrambling is to blitz your corners. I was once top 10 in the Xbox Live leaderboard. #1 was a drop quit glitcher, but #2 was legit and I lost in over time to him.
2. Similarly, your players don't block for you down field as a scrambling QB, which is guess was the only solution VC had at the time. Once you cross the LoS, it becomes 1 vs 11 in open space.
3. There are some wonky CB animations vs a select few buggy plays which top users abused online and you could only counter them with a few oddball plays and going rock paper scissors with them. No amount of sliders can solve that either.
4. Run plays are either garbage off money. There is good scheme for run fits and gap fill that you can use on defense. However, on offense, you can either call garbage or a money play and there is no middle ground. Plays with garbage blocking will be garbage at 40 run block or zero. Instead, I just use the adjust blocking for the passing game and live with it on the ground. 2k8 saw improvements here as well, but still had a Lott of garbage runs. If you struggle to run, it is probably because you are picking the trash runs.
5. The passing game relies HEAVILY on your talent more than anything else. I can throw for 500+ yards and several TDs with a historic roster like the 91 49ers with Steve Young + Jerry Rice + John Taylor + Brent Jones. However, with the 2005 Visual Concepts final roster update and the same playbook, I struggle to get anything going with Tim Rattay + Brandon Lloyd + C. Wilson + Eric Johnson. The same settings. The same playbook. The same user execution. Te difference is that garbage players play like garbage, which is good. So, in that way, yes. It is fair.
6. Defensively, is it fair? I would say so. I use a 4-3 under/over front with a cover three she'll and am able to swarm runs and play respectable pass defense. I faced the Vikings this afternoon and Randy Moss was killing my defense, but was the only one making plays for the Vikings. The run game was stuffed. Other targets were locked down, and my user control pass rush with the "charge" mechanic using Bryant Young and Andre Carter was brutal for Culpeper. Moss just roasted me anytime the AI remembers to throw his way, and couldn't do squat with anyone else.
I also played 91 49ers vs 91 cowboys and had an epic battle. Smith can break tackles quite well, but I made him earn every yard. Similar to Moss, Irvin was a nightmare as well. Top WRs are dangerous.
I followed Tim's settings as a foundation and built my user setting s around my garbage 2-14 2004 49ers and the CPU settings around the Super Bowl champion NE Patriots. Great QB solid weapons and HB, solid line, great defense. They are essentially reduced All-Pro user settings vs modified Legend CPU settings.
As a human, you will be smarter than a computer program from 2004. However, your team talent clearly matters. At least in my experience.
If you can hold back from abusing running with the QB and calling the HB shovel money play, you can have a decent offense. Defensively, I suggest you just play a lot of cover three shells and coordinate your front to the secondary in run support + user control a DT or DE and just let the game do what it does.
I am going to start a franchise with these settings and will struggle with my garbage 49ers for an entire season and try to build them up with the draft and free agency.
