Curious to know why dribble & skill sliders are at 1. Do they still do this or is it pass, pass, pass?

Seconded.

Do CPU teams use those sliders along with their tactics or do they all play the same? I still want teams with “low block” tactics to play with a low block. Some I would like them to tackle more often and shoot from distance more etc etc.

It depends of the type of player.

Honestly this is the main challenge for me this year, getting every team to play different and still be challenging. We're not doing anything with every team playing different and winning every game. So far I think these sliders are getting a good challenge and you can still differentiate between a 1 star team and a 5 star team.
