I've found that you can hold down the specific throw button or tap it but the rings don't seem to accurately reflect how much power you are trying to put into a throw. It feels to me like it is predetermined.
Am I crazy? Am I using the feature incorrectly? Am I correct that the longer you hold onto the button the more power/less accuracy there should be in the throw?
I think this is something that the developers should be easily able to fix. This is what Madden has used for years with QB throws - i.e. if you tap the button, the throw is a lob and if you hold it down you throw a bullet which ends up going directly into the ground.
In any case, this aspect of the game doesn't seem to flow - it feels like every throw is the same frozen rope every time.

Yeah, that's exactly what they need to do. Someone over there at SCEA must have come up with this "rings" idea and just won't give it up.

i dont know...i was playing w the Mets today & held down the 1st base button for a hard throw & Reyes scorched the ball over Delgado as he tried to jump & catch it. def not a soft/reg throw as if i just tapped the throw button, so i did notice a difference

SCEA needs to copy exactly the MVP 05 throwing meter. It worked so well... if you barely tapped the button it would be a very soft (but safe) throw, and when you held the button and filled the meter all the way to the red portion, the fielder would fire it in there, but the chances of a throwing error were greatly increased.
