In a rumor based initially from a pretty credible Twitter source, it looks like Euro 2016 could be coming to PES 2016 via DLC on an exclusive basis.
With Konami already wrapping up licensing for the Champions League, Europa League and Super Cup -- this is another license in Pro Evolution's arsenal.
The UEFA Euro 2016 Tournament will be held in the summer of 2016 in France, with 24 total national teams being featured for the first time ever. At the present time, 53 national teams are vying to secure the 23 available slots with France getting an automatic bid already.

UPDATE: 8/5/15 Konami has confirmed the exclusive license via press release, but did not confirm any sort of DLC. They only mention the "UEFA EURO 2016 license will not be featured in PES 2016 which is scheduled to be released on Sept. 15, though further information on how the license will be activated will be coming early next year."
Konami Digital Entertainment, Inc. has acquired the official UEFA EURO 2016 license.
EURO 2016 will see 24 teams gather in France for initial group matches before progressing to knock-out stages. Qualified teams from all over Europe will compete for the famed Henry Delauney Cup, with the first game played on June 10, and the final taking place in France’s stunning Stade de France a month later on July 10. During this time, 50 matches will be played, showcasing Europe’s greatest soccer talent.
KONAMI will also be proudly displaying the Henry Delauney Cup at this year’s gamescom – Europe’s largest consumer gaming event – in Cologne, from Aug. 5-9.
