There was an arcade title on 360 called Avatar Golf that had a course designer. I spent a lot of hours sketching out ideas on paper and then implementing them into the game.
The Xbox 360 developer that made Avatar Golf (Barkers Crest Studio) also made Avatar Football, which included 32 fully customizable teams, the ability to rename the league and its conferences, plus a detailed a play creation tool. It also had a fun 3 vs. 3 online multiplayer mode.
