they always say that on pre-order content. they usually only have a limited amount of codes(and/or the employees horde the codes) at each store.

I know that we can get the uniforms even without preordering from GS, but I didn't read when they'd be available. Is it really going to be months after the release?

I want to pre-order but I have had great success at getting this game in particular early. I will probably pre-order then get that game early; pick up my GS code wait a week and just return the GS copy.

It'll likely be a small sticker thing that'll be attached to case, or a card they'll give you. EA wouldn't make special manuals just for Gamestop. you'll get it when you pick up the game.
