You're looking at individual defenders not team defense. Some teams (like Boston and San Antonio) have great team defensive concepts and great rotations on defense. But if I had to pick one with your requirements, I would go with Chicago. Rose, Deng and Noah as individual defenders. And other lesser known defenders on that team: Bogans and Brewer.

The surprise for me is how high rated OKC is but again i think they deserve that in ways with last year accomplishments.

The overall ratings are very close to ESPN power rankings not sure about the OFF and DEF ratings though.

Well I don't know if I totally disagree with that. Personel wise they have a lot of talented scorers at every position. Billups PG, JR Smith SG, Melo SF, Martin (When healthy) PF, Nene C, Harrington PF. They survive on their offense. I bet if Amar'e didn't leave Phoenix they'd be the #1 offense...

Also, Denver won't be #1 once Melo goes over to the Nets...

Not only did they already have 2 of the best perimeter defenders last year, but adding Barnes (who is another defensive specialist) would of course bring them up. Artest or Barnes will almost always guard the opponent's best player which will leave Kobe free to roam and help on defense.

lol how the TWolves got the worst offense and the worst defense but they're not the worst team?

Lovin the Bucks ratings. Great defense, average offense. Sounds about right.
