I thought CPU perimeter hands meant how likely it is for THEM to be stripped when they have the ball (same for in the post). The lower it is, the more likely they'll be stripped.
So if you want to fix your problem, turn CPU steal down and User hands up.

Correct, you need to up your hands on the perimeter slider if you want to see less of that.

I really, really like this game a lot. But I can't play it anymore.
There are two HUGE things that we see in the college game that just aren't represented in this game:
1 - Passing the ball from the post (anyone that uses a flex style offense, the offense is BASED off of passing from the post). This NEVER happens from the CPU. I have tried different coverages, manually covering down low, upping Defensive Post Strength to 100...nothing works. This hurts me the most, because once the CPU passes down low, it's an automatic shot and really repetitive.
2 - The 3 point shot. The only way the CPU takes a 3 point shot is with an excellent 3 point shooter or if thy are down big at the end of the game. An above average shooter could be WIDE open on the 3 point line, and they just stand there.
It really upsets me, because this game is so good without these two issues, and I can really see myself playing a dynasty for a while if they were to get fixed.

I can't believe EA hasn't fixed this issue in after 3-4 years now.
Also, it would have been nice to include Player tendencies that way you could edit ratings to make guys shoot the 3 more often. Can't believe they overlooked that in College game especially when so many teams use the 3-point shot as a primary weapon.
I guess the only thing that could possibly improve it is Dynamic updates. Maybe the updates will start accumalating stats which factor in 3-pt attempts per game by each school and then it incorporates into the game.
If the Dynamic updates don't fix this issue then I guess i'll return the rental without even purchasing it out right because i think it's messed up for this to be college ball and those issues are present even after being released 2 months after NBA Live

So far I've been able to look past the lack of passing out of the low post. I'm finding the lack of 3pt attempts by the AI to be the biggest problem with the game for me. Unless you play a team with a lot of highly rated 3pt shooters, like say, Duke, you're going to be hard pressed to see more than 10 AI attempts in a game of 20-min halves. That's way short of what you would expect in a real NCAA game.
It seems the fundamental code of the game doesn't permit more 3pt shooting unless teams have players rated around 80 or higher in that category. What doesn't help is that I see many players who are capable of hitting the 3 with 3pt ratings in the high 50s. There are others rated a little better in the high 60s. It's not out of the norm to see a team with a maximum of one player rated above 75 in 3pt shooting. This all translates into the cpu not attempting sufficient threes.

Been giving this game a chance the last few days. I love the spacing and the motion offense but I can't get over the repetitive animations when you take the ball to the hoop. Seems like every shot is challenged and I don't see a lot of variety when you drive to the basket. I'm looking for my basketball fix this year and I was hoping NCAA was it. Not sure if I should give 2k a look or deal with some of the NCAA issues.
I'm sure many of you already know this, but lowering the Shot Alter Ability will reduce the crazy amount of contact animations you get sucked into when driving to the hoop.
I have mine and the CPU's at 25 and it has helped a lot with reducing the suctioning commonly seen in this game on drives to the hoop.
I hope that helps some of you out.

So the wife bought me NCAA 2010 today...
Should I open it or just get the refund? Seems a few have some big issues with the game.

I never played CH2k8 on the PS3. Is it fairly easy to update the rosters and schedule and you are pretty much playing the 2010 version?
This game is ok, but the feel to it is more arcade like especially with the AI issues. I am still on the fence about keeping it myself.

Honestly I'm not seeing the same post-pass and 3pt CPU issues as you guys are. They pass it from the post enough (not as much as I'd like, but they do) and they often shoot at least 10 threes a game against me. Weird.

To be honest Sky the CPU's problem with never passing out of the post is a huge issue. I don't think I've ever used the word 'game killer' in all the time I've been on OS and I've never given up on a sports game because of ONE thing but this may be the first time for that. Unless you spend a majority of your time playing online or at your home with a buddy then it's hard to imagine a reason to keep this game.

I know that ratings is more about their 3-PT FG%.....but as i mentioned in another thread it might actually trick the CPU into having more players take a 3-pt shot if you increase it.
But i on't know how that would effect SIM Stats so i'd only test it out on about 4-5 players per team only.
It's either that or dynamic updates fixing it in the future by increasing all players overall
