They are trying to curb the "illegal hits" but to be honest on every level of Football Competition referee's don't know how to recognize a "illegal hit" or "targeting" hit. That is the biggest problem I see with the enforcement of these rules. There is no clear cut example of "illegal hits" except for Helmet to Helmet and if you watched the Bama game on Saturday they can't always tell when those do and don't occur.

There was at least 3 targeted hits in the Saints game Sunday. The coach should have been fined and suspended too.
