New NCAA Regulations

Due to the relative instability of re-alignment in NCAA football, the majority of commissioners in each of the FBS conferences and the majority of the respective Athletic Directors of the Independent schools have agreed to the following:
  • Effective immediately, Navy joins the Big East.
  • Effective immediately, Memphis joins the Big East.
  • As a result, the Big East is eligible for divisions and a conference championship.

As a result, the members of the East Division in the Big East are: USF, Cincinnati, Navy, Temple, Connecticut, and Rutgers. The members of the West Division in the Big East are: Boise State, Houston, Louisville, SMU, San Diego State, and Memphis.

To compensate for the dissolution of the BCS, the commissioners and Athletic Directors agreed to:
  • End conference ties to specific BCS bowls

To be clear, the AQ status exists for the ACC, Big 12, Big East, Big Ten, PAC-12, and SEC. However, conferences are free to roam between BCS bowls. Periodically, non-AQ conferences will be evaluated for quality.

To compensate for the end of conference affiliation for BCS bowl games:
  • Effective immediately, protected rivalries will be instituted wherever possible.

As a result, the Conference USA, Big East, and PAC-12 all have created protected rivalries. Periodically, recently created rivalries will be observed for "quality control".
