Run in Transition/Crash the Glass Defensive Setting Next-Gen

Are you able to change your rebounding settings on defense to "Run in Transition" or "Crash the Glass" anywhere other than during a timeout? I remember you couldn't last year, but I expected this fixed. Is this still the case (only able to be changed during a timeout) and does the setting change have a noticeable effect?
