Invalid Foreigner Restriction

I'm managing the MLB NY Mets and I'm at the All Star Break and I can't continue to the next day because I'm getting a message that I have no idea how to solve.
The message is:
Scheduled game cannot be completed: New York N(DSL)Mets 1 invalid foreigner restriction
New York N(DSL) as an illegal number of foreign players on the active roster!Dominican Rookie League
I've moved 10 of the 33 players off the roster to other locations in the organization and I still can't continue because of this error message. It would be nice if the game gave you additional text in the message telling you how to solve the issue. I did send this issue to OOTP days ago and have not received any help.

I ran into this issue a few times as well. You have to mouse over the players on the roster and find the ones that are not from the Dominican Republic. Usually I find that it's because there's an American player who I accidentally sent to there rather than the Florida Complex League.
