Is this only for online leagues? I am especially talking about play cool downs. I installed the patch even started a new offline league but can’t find it.

I see the new controls about X Factors though.thanks.

The cool downs feature doesn't really make sense in a solo offline franchise.
Would be understandable if they have not implemented it there
