Refresh rate depends entirely on the display you're playing on. In any case, Windows Central reports the Madden 21 resolution and frame rate will be 4K/60 FPS. 144 FPS on a 144 Hz monitor playing Madden on PC does make me feel significantly less handicapped in terms of raw input fluidity. I'm sure I could get used to console though over time, but I just play way, way worse on there, so I'm inclined to say frame rate definitely matters in any competitive game that requires split second input and lots of motion.
